Description

This document - a simple receipted account which I recently received from a long-retired officer - answers so many questions.

It is likely it is in respect of the first issue of the "new-style" Metropolitan Police-style of uniforms, which saw the end of the top hat and tails style of police uniform.

It also appears to have resulted from - or resulted in - a long-time-coming rating of "efficient" by the Government's Inspector of Constabulary, and shows a marked increase in staff numbers of the Ross-shire Constabulary.

It also shows that the Burgh of Dingwall (County town) had indeed had its force of 2 successfully integrated into the County Constabulary - but that some arrangement must have been thrashed out, as the Dingwall officers were provided with additional uniform items, doubtless because their role was essentially foot patrol in the town. They would require to look that bit smarter since they would always be in the public view, and would thus not be subject to the travelling - and the vagaries of Highland weather - as their rural colleagues. Note in particular the provision of 2 belts and fancy buckles, the buckles were not supplied to the "County" men. As a result, the intriguing situation is answered as to why the Ross-shire Constabulary belt buckle had a the Burgh (and not the County) coat of arms in its centre. The buckle was was intended for the Burgh officers only, and was an expression of Burgh pride.

All in all, a fascinating document, which has been "attested" (confirmed as correct) by Mr Cumming the Chief Constable, in order for payment to be made.
