The most important textile manufacturersof Massachusetts, however, were not advocatesof protection at this time. The grain and woolproducing states gave an overwhelming vote (91to 9) in favor of the attempt to provide a homemarket. The planting states gave but 3 votes infavor to 64 against.^ By comparison with the mapof the general survey bill, it is seen that the south-ern half of the west was in a state of unstableequilibrium on these sectional issues.
