1824) THE TARIFF 243 By this analysis and the map, it is clear that thenavigating states were in opposition, while the man-ufacturing states were generally in favor of thebill. The most important textile manufacturersof Massachusetts, however, were not advocatesof protection at this time. The grain and woolproducing states gave an overwhelming vote (91to 9) in favor of the attempt to provide a homemarket. The planting states gave but 3 votes infavor to 64 against.^ By comparison with the mapof the general survey bill, it is seen that the south-ern half of the west was in a state of unstableequilibrium on these sectional issues. It joined theOhio Valley and the middle states in supporting asystem of internal improvements, while it trans-ferred its support to the old south on the questionof the tariff.
