Then such single Items as ourshipbuilding program have not been stoppedor scaled down. It Is probable that ourfifth great bond issue on account of the warwill call for five billion dollars or more.In the middle of January Secretary of theTreasury Glass gave some suggestions toshow the trend of the Treasury Depart-ments plans. It Is not improbable that therate of Interest may be raised to 4^ percent, and it Is practically certain that thebonds will be of short terms.
