English: A report that was created by the Communist Party Committee of the Ministry of Foreign Trade to analyse North Vietnam–Japan trade relations from 1962 to 1964. The four-page report was signed on 19 March 1964, and was sent to the Central Communist Party Committee and the Communist Party Liaison Committee.

Public domain According to the Vietnamese Law on Intellectual Property (Law No. 50/2005/QH11; See translation), Article 15, Clause 2, "Legal documents, administrative documents and other documents in the judicial domain and official translations of these documents" are not subject to copyright protection.

According to the decree No. 22/2018/ND-CP of February 23, 2013, documents specified in Clause 2, Article 15 of the Intellectual Property Law includes "documents issued by state agencies, political organizations, socio-political organizations, sociopolitical-professional organizations, social organizations, socio-professional organizations and people’s armed forces units.".

Hence it is assumed that this legal document, administrative document or other judicial document is not covered by copyright protection
