University of Washington Libraries credit Asahel Curtis, but they are also the source for the attribution at https://digitalcollections.lib.washington.edu/digital/collection/lee/id/142 indicating that this picture is by James Patrick Lee. Since it appears to be one of a series of photos by Lee taken along that part of Third Avenue on a single day, the latter attribution seems far more likely.
