Description
English: Ironic illustration showing Sutherland Highlander wearing exaggerated Feather bonnet observing "By Jove, what extraordinary headgear you women do wear!"

Source First published in Punch, or the London Charivari, volume 127, page 9.
Author The illustration is credited on the page to "Major Dum-Dum" and in the volume index (at page 468) to "Capt Skinner". A good faith search for these names in connection with "Punch", "Charivari", "Cartoon", "Illustrat~" has not shown any match within 25 years of 1904, and there are grounds for believing that both these names are fictional ("Captain Skinner" was the author of an 1843 book about India, and "Dum Dum" is a city in India), so the identity (and thus date of death) of the artist cannot be established.

There is no copyright notice anywhere in this issue. It was dated July 6th 1904, so is in the public domain in the United States because it was published before 1923. If the artist died in 1937 or earlier (33 years after the publication of the illustration) it may also be in the public domain for this reason.
