Português: Martin propõe que fundam-se RJ e ES, BA e SE; AL, PE, PB e RN, MA e PI, PA e AP, TO e GO, MT e MS, RR e AM, e que uma parte deste, junto ao AC e a RO, torne-se território federal.
English: Martin suggests that all federal unities created without a study or by arbitrary decisions became part of others federal unities. He gives the example of Pernambuco, a territory that was big and rich, but was divided according its revolutions, becoming into a secondary state in our days
Español: Martin propone que los pequeños estados de Brasil fusiónense y las divisiones arbitrarias sean revertidas. Cree también que eso iría equilibrar más bien la influencia de los estados en las decisiones e iría diminuir lo coronelismo
