On the twenty-eighth of June the com-mittee reported the declaration to Congress.It was written by Thomas Jefferson, and» that, as freeindependent states, they have full power tolevy war, conclude peace contract alliances,establish commerce and to do all other actsand things which independent states may ofright do.
