Description Point-of-sale poster promoting the retail use of orange and blue food stamps to manage agricultural surpluses and provide food relief during the Great Depression in the United States. The USDA program began the first food stamp program in May 1939, printing orange and blue food stamps marked "F.S.C.C." — Food Surplus Commodities Corporation.
