I contacted Colonel Wilson who stated that this photograph was taken by an unknown United States Air Force photographer in the performance of their duties at Osan Air Base, South Korea. This USAF image is thus in the public domain. I searched a number of USAF photo repositories but could not find this image that was taken in 1995.
