Despite what the University of Washington Libraries say, "2107 N. Warren St." should almost certainly be "2107 Warren Ave. N." See https://qahistory.org/childrens-orthopedic-hospital/, which is quite clear that the hospital was at the same location as the present-day Queen Anne Manor, and that address would fit the location.

Also, the woman with the trowel would presumably be Anna Herr Clise, founder of the hospital. Face isn't visible, but her build and style of dress fit perfectly, and that would be the logical person for it to be.
