If the date is anything like correct, then Webster & Stevens just reprinted this. Their partnership began in 1902. The building still existed in 1902, but had been converted to function as Seattle City Hall.

According to King County's own web page about the history of its courthouses, the first part of the often-extended building dates from 1876; the courtroom on an upper floor was an 1882 addition.
