Description
English: Dr. James Scott, Carte de Visite photo, not signed, approx. 2½ x 4, by Hale & Heyl, Lebanon, Ohio, dated Feb. 20th 1875 on verso and identified as "Dr. James Scott, consul for the Hawaiia [sic] Islands", Very Fine.

Scott was consul in Honolulu when the Reciprocity Treaty of 1875 with the United States was ratified. The treaty gave free access to the U.S.market for Hawaiian sugar and other products in return for Hawaiian lands for construction of the Pearl Harbor naval base. In 1878, Scott was asked by John Sherman, Rutherford Hayes' Secretary of the Treasury, to investigate possible fraud or potential fraud by the Hawaiian plantation owners in their dealings with the U.S. Scott reported that the treaty was "a bonanza" for Hawaii but a "losing proposition, financially" for the U.S., but could find no evidence of fraud.
