English: Photographs of the Skagit River Hydroelectric Project constructed between 1918-1961.

The Diablo Dam was built by Seattle City Light at a location 7-1/2 miles upstream from Newhalem and completed August 27, 1930. Due to the Great Depression, the Diablo Powerhouse was not completed until 1935, with the first power being generated in 1936.

To reach the Diablo Dam construction site, the railroad from Gorge Creek was extended about 4 1/2 miles to a point known as Reflector Bar. From Gorge Creek the railroad stayed on the South side of the river until crossing over at a point known as Ferry Bar. Construction of the railroad was done by Morrison-Knudsen of Boise, Idaho from 1926 to 1928. With the railroad being just above the height of the river and materials needed at the top of the dam something had to be worked out. That something was an incline railway that was capable of moving a fully loaded freight car 600 feet up the side of Sourdough Mountain.
