Description David Thomas (left), director of the Folsom Dam auxiliary spillway project for the U.S. Army Corps of Engineers Sacramento District, describes the project to Angie Giancarlo, House Appropriations Committee staff member, at the project construction site in Folsom, Calif., Oct. 19, 2012. The Corps, in cooperation with the U.S. Bureau of Reclamation, the Central Valley Flood Protection Board, and the Sacramento Area Flood Control Agency, are building the spillway to improve the safety of the existing dam and reduce flood risk for the greater Sacramento area.
