General Hiram M. Chittenden (1858-1917) took command of the U.S. Army Corps of Engineers in Seattle in 1906 and strongly urged completion of the partially dug canal leading from Shilshole Bay to the Ballard wharves in northwest Seattle. He continued his advocacy after his retirement in 1908 and helped to persuade Congress to appropriate $2,275,000 for the necessary locks on June 25, 1910. His name was later given to the Government Locks linking the Sound and Salmon Bay at Ballard.
