The object of this chapter is to give the reader an understandingof the duties of some of the leading federal officers, together witha view of the manner in which Congressional law is made and thecountry governed. The article on the duties of Congressmen very fully reveals themethod of procedure in the passage of bills that make up the lawsof the land, some of which may be only for personal benefit, whileothers are necessary and are framed for the general good. Through laws thus passed by Congress, have the general federaloffices been created. The succeeding pages quite fully outline theframe work of the general government. HE PRESIDENT must be thirty-five years old,a native of ttie United States, and a resident ofthe United States fourteen years. He holds office for four years, and swears topreserve, protect and defend the Constitutionof the United States, to the best of his ability. He is commander-in-chief of the army and navyof the United States, and of the militia of the severalStates, when it is called into actual service of thenation; and may require the opinion, in writing, ofthe principal officer in each of the executive depart-ments iipon any subject relating to the duties of their respective offices.He has power to grant pardons for offenses against the UnitedStates, except in cases of impeachment; has power, by and withthe advice and consent of the United States Senate, to make treaties(provided that two-thirds of the Senators present concur) ; and shallnominate and, by and with the advice and consent of the Senate,appoint embassadors, ministers, and consuls to foreign countries,judges of the
