According to Sarah Abrevaya Stein in Making Jews modern: the Yiddish and Ladino press in the Russian and Ottoman Empires, Indiana University Press, 2004, p. 46, the image appeared in most Jewish journals of the day. She gives the year as 1897, but says on the same page that it was "printed" in July 1904. The Sixth Zionist Conference was in 1903.
