Governor Pennypacker: I am sure from what I have seen andheard of you that you can all sing as well as pray, and you are nowasked to unite in singing Columbia, the Gem of the Ocean. Thepatriotic song was given with fine effect. Governor Pennypacker: We will now have a few five or tenminute speeches. I am sorry they are so short as you will findthem all full of interest and worthy of your attention. The firstwill be by Mr. Wilham Barnes, Sr., of New York. He was adelegate to the Convention of 1854, at Saratoga, and is a son-in-law of that old war horse, Thurlow Weed, who won so many fightshere years ago. I will now present Mr. Barnes. (Applause.) By William Barnes, Sr. On the twenty-second day of June, 1772, one hundred andthirty-four years ago, Lord Mansfield in the Court of Kings Bench(Trinity Term) announced the decision of the Court in the case of vSomerset (a negro slave) v. Stewart,in which he declared: The power of a master over hisslave has been extremely different indifferent countries. The state of slav-ery is of such a nature that it is inca-pable of being introduced, on anyreasons moral or political but onlypositive law, which preserves theforce long after the reasons, occasion,and tinie itself from whence it wascreated, is erased from memory. It is so odious that nothing can be suf-fered to support it but positive law.Whatever inconveniences, therefore,may follow from a decision, I cannotsay, this case is allowed or approved by the law of England,and therefore the Black must be discharged.
