Justo José de Urquiza, Presidente de la Confederación Argentina. A cuantos el presente pleno poder vieren. ¡Salud! Siendo nuestro más vivo deseo reestablecer las relaciones de amistad y buena armonía entre la Confederación Argentina y el Estado de Buenos Aires; conste por el presente instrumento que otorgamos plenos poderes a nuestros comisionados Don José María Cullen y Don Daniel Gowland para concluir, firmar y canjear el tratado de que son portadores, con aquel o aquellos que se hallaren autorizados a este mismo fin por el Gobierno de Buenos Aires. En su virtud prometemos bajo nuestra palabra, tenerlo por bueno y dar nuestra ratificación dentro del término en que fuese prometida. En fe de lo cual, extendemos el presente pleno poder firmado por nuestra mano, sellado con el Sello Nacional y refrendado por nuestro Ministro en el Departamento de Relaciones Exteriores y encargado del del Interior a los quince días del mes de diciembre de mil ochocientos cincuenta y cuatro.
