Prosternado ante este legislador, un personaje fralluno le sostiene el tintero. Tras el zorro hay, por tierra, un gran libro abandonado, las leyes acaso. Un grupo apretado de personajes astrosos, el pueblo, contempla la

promoción de esta ley, aparentemente reducida (según Pérez Sánchez) a la acusación de un verso del poeta satírico italiano Giovanni Casti, extraída del libro de Animali parlanti: Mísera humanidad, la culpa es tuya (Goya admiraba al poeta, de quien

hizo un retrato a línea).
