Español: Se crea el 18 de diciembre de 1971 a iniciativa del Prof. Vidal Efren Covián Martínez, quien sugirió el modelo al C. Juan Sánchez Osuna mismo que sometió para su aprobación de cabildo al Ing. Rogelio Terán Medina Presidente Municipal de Cd. Victoria, una vez aprobada su simbología quedó como sigue:
El libro simboliza el centro educativo y cultural que es nuestra ciudad y la antorcha la luz de la libertad. El mapa del estado representa que Victoria es la Capital de Tamaulipas, la balanza, la espada y el pergamino representan los poderes judicial, ejecutivo y legislativo, respectivamente. El paisaje y el caserío dan semblanza del medio geográfico y el esfuerzo de los primeros pobladores. Las plantas de henequén representa la producción agrícola de la región en esa época. La fecha es el antecedente histórico. |

According to the Mexican copyright law (23-07-2003), Article 14, case 7 & 8: "Copyright shall not apply to shields, flags or emblems of any country, state, municipality or political division; names, acronyms, symbols or emblems of international governmental organisations, or any other organization officially recognized; or legislative, regulatory, administrative or judicial texts, as well as their official translations."
Hence it is assumed that this image has been released into the public domain.
