Decree (ending sales of captured Maya rebels to Cuba as slaves) is mourned by the "Indieros" (slave sellers) and celebrated by the staff of "La Burla", Merida, Yucatan. (The man at bottom right is a self caricature by artist Gabriel Vicente Gahona)
