Belgium and Luxembourg

"...Some expenditure allocated to Belgium and Luxembourg might (sic) be inflated due to the large number of multinational consultancies or ad-hoc companies based in these 2 Member States. EU expenditure to these companies might actually be paid ultimately to parent companies or subsidiaries located outside these 2 Member States. It is not always possible to identify the location of the final beneficiary of such expenditure (notably under 'Internal policies' over 2000-2006 and under headings 1.1 & 3 since 2007)..."
