Most of the colours are based on the mean colour of a state's flag, though some have been altered, some are prominent individual colours from the national or local flag, and others have been changed completely, to avoid confusion. Niue and the Cook Islands, states with partial sovereignty in free association with New Zealand, and New Caledonia, a sui generis special collectivity of France to which power is gradually being transferred from the French state, have been labelled separately. |
