On 2 September 1980 this leaflet was sent to the Auckland office of the Lands and Survey Department. At this time New Zealand was experiencing an oil supply crisis. The sale of petrol was banned at weekends, the open-road speed limit had been cut to 80 kph, and a policy of “carless days” had been tried from 30 July 1979, but abandoned in May 1980. Another measure to conserve petrol was the conversion of Government vehicles to run on CNG [compressed natural gas]. Mostly this involved the vehicles being able to run on CNG or petrol. The government made interest-free loans available for the conversions, and also offered subsidies for the construction of refuelling stations. At the peak of its use, about 10% of New Zealand cars had been converted.
