Zum Kotikow-Befehl Nr. 20 vom 23.6.1948.
Punkt 12 dieses Befehls beauftragt die Bezirksämter des Sowjetischen Sektors von Berlin bis zum 1. Oktober 1948 die werktätige Bevölkerung aus den Kellern und Ruinen in menschenwürdige Wohnverhältnisse zu bringen.

Dazu gehört auch, dass die Kinder wieder Spielplätze bekommen und ihr Ruinendasein beendet wird.
