Description
English: General local spatial development plan for the city of Białystok, 1994. The draft plan was developed in the Municipal Urban Planning Studio in Białystok by a team of authors: general designer architect Zdzisław Plichta and members Tadeusz Januszewski, Mikolaj Patejuk, Andrzej Kiluk, Witalis Strokowski, Helena Ostasiewicz, Helena Przetak , Ryszard Wysocki, Krzysztof Sikora, Ewa Malyszko, Piotr Mioduszewski, Elżbieta Krasowska and Kazimierz Martynow. Assumptions required by law were drawn up, covering the city and part of the suburban area. The assumptions address the problem of the growing spontaneous urbanization in the suburban area by determining the areas of its concentration with limitations. The plan included creating spatial conditions for the development of the city's function as a large voivodeship center with metropolitan opportunities. Development of industry and manufacturing crafts with a high level of technology and environmental requirements on the reserves of developed areas in the existing industrial complexes, good communication links between the elements of the spatial structure in the relationship of workplace - housing - services - leisure, comprehensive development of the area of railway and bus stations in accordance with the utility requirements and the function of "the city's showcase", the introduction of the bicycle as a legitimate means of communication in the city and functional area. In the development of buildings and development, priority is given to organizing, supplementary and continuation activities, before investing in new areas requiring social and technical infrastructure. The assumptions of the plan, due to it's innovative character, received the 1st degree award of the Minister of Spatial Management and Construction in 1994. Adopted by resolution No. VII/31/94 of the Białystok City Council issued on November 7, 1994.
