English: General local spatial development plan for the city of Białystok, 1986. The project of the plan was developed in the Municipal Urban Planning Studio in Białystok by a team of authors: general designer: prof. dr hab. arch. Helena Sawczuk as well as Helena Ostasiewicz, Tadeusz Januszewski, Krystyna Tarnawska, Witalis Strokowski, Kazimierz Martynow, Elżbieta Sierszeńska, Helena Przetak, Krzysztof Sikora, Ryszard Wysocki, Zdzisław Plichta and Andrzej Kiluk. The plan provides a solution to the needs of the city of approx. 300-315 thousand residents. In the spatial structure of the city, it is assumed that the city-wide greenery system will be built along the natural course of the Biała river, watercourses of Dolistówka and Bażantarka as well as Planty Park and Zwierzyniecki Park, as a basic, open system, connected with forest areas in the north and south. The plan presented a comprehensive development of the transport system, including relieving the downtown area from transit traffic, construction of the extension of Piastowska Street to Raginisa street and Wysockiego, construction of routes leading traffic out of the city in the direction of Augustów, Łapy and Ełk, construction of viaducts over railway tracks along Zwycięstwa street, and Sitarska street. The plan provides for limiting the accessibility of individual transport to the city center while preferring mass transport services, where the buffer role should be played by the downtown ring road with a rich parking program, and it is also assumed that large strategic car parks will be built along the main routes connecting the city with the outer area in order to cooperate with public transport and individual communication. The plan provided for the introduction of tram system in Białystok by 1995, which will be used by 60% of passengers.
