Maryland, Kentucky, and Missouri as Confederate states. Traditionally the Confederacy consisted of 11 states, excluding the three listed above. Certainly Maryland was never out of the Union, although all three states furnished Confederate regiments as did other border states. Kentucky, proclaimedly neutral in the beginning (May 1861), declared for the Union in September 1861 when invaded by Confederate troops. A Confederate “governor” was installed for a brief period during Bragg’s invasion of 1862, but this provisional governor, Richard Hawes, was a state executive in name only. The State government of Missouri, openly Confederate at first, called a convention to consider secession, in July 1861. The convention proved to be pro-Unionist and Governor Jackson, with his government, was deposed. Thus we would be permitting great liberties with the facts if the proposed inscription is used. In view of the delicacy of the situation, we suggest a discussion be held with the head of the United Daughters of the Confederacy and an effort made to work this out along the above lines. Ben H.
