Pennsylvanias blacks by the stateConstitution of 1838. Bowser played aleading role in the State Convention ofColored Citizens, serving on the commit-tee to draft convention rules, as well asleading militant songs and exhortingPhiladelphians to raise money forlobbyists to promote black voting. Theconvention was the beginning ofBowsers life-long interest in working forcivil rights. In the decade before the Civil War,Bowser was active as a Philadelphiaartist. In 1850, he created a pressed-feltparade hat for the Phoenix Fire Compa-ny. His 1853 Portrait of a Man, now in thecollection of the Historical Society ofPennsylvania, has been the subject ofcritical assessment, some of which linkshim to Thomas Sully, no doubt resultingfrom his study with Sullys student, hiscousin and tutor, Robert Douglass Jr. Arthistorian James A.
