There are many evidences that thehour is ripe far a sensible revolt, and that if the movement isguided by wise and judicious minds it will be a success. Twothings seem to me to be of paramount importance. (1.) The commission of women acting for the Councilshould decide definitely upon the nature and extent ofchanges desired. The ideal costume should be clearlydefined and ever present in their mind. But it would beexceedingly unwise to attempt any radical change at once.This has been more than anything the secret of the partialor total failures of the movements of this character in thepast. The changes should be gradually made.
