places throughout the farming districts of the State, on theone hand; while the continued and increased cutting of the large lumbercompanies and individuals throughout the Adirondacks and Catskills to theextent of 1,500,000,000 board feet is very rapidly taking off all of the conifer-ous tree growth that we formerly possessed. As the trees disappear the water gradually diminishes in quantity,and at times has been so low that it teaches us that the danger line hasalready been reached and we ought not to take another step beyond it.The remedies to be prescribed and applied have often been suggested byus, and we venture once again to call attention to them in the hope thatbetter things may be done. First.—-The State should acquire and control every acre of land itcan afford to appropriate money to purchase. Hardwood lumbering whichmeans the total taking off of hardwood growth, as the coniferous trees havebeen taken, should be prevented at least within the blue line in both Stateparks.

THE CABIN HOME FOREST, FISH AND GAME COMMISSIONER. 69 Second.— Every effort should be put forth to encourage individualsand corporations owning woodland, to see that it is to their advantage notto make clear cuttings on any of the poor, thin soil on steep land in theforest preserve counties. If that cannot be done by moral suasion andappeal to public interest, then the fullest power of the State should beinvoked, and it should be prohibited in the interest of public welfare. Third.— It being apparent to all who have studied the subjectcarefully that commercial trees may be grown profitably; that 100,000board feet may be produced per acre, where nature in her best forestsproduces not more than 20,000 feet; that the future demand for lumberwill be so great, the supply so small unless cultivated forests are grownfor commercial purposes, the State should offer every inducement withinreason to encourage the people generally to undertake this work exten-sively.
