PORADIC efforts at reform are not alwayssuccessful and often fail to accomplish realgood, but they are not necessarily useless.Take, for example, the question of publicmanners. This is really a burning question,worthy of the most serious consideration andsomething in earnest need of vigorous propaganda; yet, as atopic, it receives only scant attention from the public press,and has never yet been elevated into the dignity of a publicquestion. Yet there are few subjects that stand in greaterneed of immediate attention from all classes of people. Thedisplay of public manners that is on view in these UnitedStates of ours is something so singularly bad that oftenenough it seems as though there was nothing else.
