Thecautious wording of the Admirals reply leaves the matter in doubt, and shows that he was not fully convincedof error in his first report. At any rate, mutilation of dead enemies is a common custom among Spanish sol-diers, as it is with other savage faces And every one believes that they would mutilate our dead if not restrainedby wholesome fear.

It is natural, therefore, to presume that they willmutilate the American dead, when they have the opportunity, just as they havedone those of all the peoples with whom they have contended. An Americandiplomat, who was in Spain during the Carlist civil war, gives some horribleinstances of this vile practice, in which the mutilations were inflicted uponrelatives and members of the same families. His statements almost challengebelief, but they are supported by facts that cannot be successfully dis-puted. He says: I was in Spain at the time of the last Carlist war, and every other for-eigner who followed the operations, either with the Carlists or with the gov-ernment forces, will bear me out in my assertion that the belligerents oneither side mutilated the dead bodies of their foes i
