Papal provisions were always unpopularin England. This opposition became still greater when the long warbegan, for the popes of the period were all Frenchmen, living atAvignon, and much under the influence of the French crown. As a result, in 1342, the king forbade any one to bring intoEngland provisions for benefices, and annulled all those whichhad recently been given. In 1351 the matter was brought intoparliament, and the first Statute of Provisors prohibited thepractice, declaring that all rights of election or appointment inEngland should remain in the free possession of their ancientclaimants. This law and a number of others which followed itdown to 1390 were poorly enforced.
