Executive Mansion,Washington, April 14, 189J.To the Senate and House of Representatives: I transmit herewith for the consideration of the respective Houses ofthe Congress, a report of the Secretary of State representing the appro-priateness of early action in order that the Government of the UnitedStates may be enabled to accept the invitation of that of the French Re-public to participate in the Universal Exposition to be held at Parisin 1900. < Ph H< W < wu <w Oh I o << CO O WP w CO PEACE NEGOTIATIONS By July 3, 1898, the Spanish commander in Santiago saw that he wouldhave to surrender. On July 5th he proposed to withdraw but was refusedthe privilege. From that date until the 10th, skirmishing and parleyingwere intermittent. On the 16th the final terms of surrender were arranged.It provided that the Spanish Army should have the honors of war. Theymarched out, stacked arms, and were transported by the United States toSpain. On August 12,1898, through the efforts of the French Ambassador, a peaceprotocol was drawn up and signed by McKinley, thus ending hostilities butlittle more than a month after their commencement. On December 10, 1898, the treaty of peace was signed at Paris.
