lower image is credited to Curtis and Miller, but that's just copyright ownership. Asahel Curtis was still a teenager in 1889; later, as a professional photographer, he bought the rights to a lot of 19th-century Seattle photographs to supplement his own work, which began in the late 1890s.

Despite the caption, the two pictures don't cover particularly similar areas. The picture at bottom corresponds more to the upper left part of the picture at top. Also, the ships in the top image have no basis in the underlying photo, they are simply drawn in.
