Comment After several days of reflexion... I think you're right on the fact that the institution can hardly be separated from the building. I still think it's not a "pretty" scope, but it's probably the best way to present it after all (name of the institution is relevant, name of the city is relevant because otherwise one would think of NY, name of the building is relevant, interior subscope is relevant).
